Ogallala Government
Ogallala has a city manager form of government. There is a five-member elected city council including a presiding mayor. The council members are elected for a term of four years. The position of mayor is an elected two-year term of office from among the seated council members. The city manager is appointed and has an annual contract. Council meetings are held each month.
The Villages of Brule and Paxton each have representative village boards.

The department serves the people of Keith County by providing updates on area fugitives, unsolved Keith County crimes, department programs, special events and much more.

The department serves the people of the Ogallala by providing law enforcement service. The department works toward creating a high quality of life in the community by actively working with citizens, elected and appointed officials and other government agencies to reduce crime and the fear of crime and to protect the lives and property of citizens from criminal act or traffic mishap.

Keystone-Lemoyne Fire and Rescue serves the citizens of Keith County near Lake McConaughy including the communities of Lemoyne and Keystone by responding to emergencies of fire, medical & technical rescues.
Ogallala Volunteer Fire Department
Ogallala has a 34-member volunteer fire department. The department covers approximately 458 square miles of varied terrain in Keith County which includes communities such as Lemoyne, Keystone, and Roscoe. The department is also apart of the Southwest Mutual Aid District which provides aid to surrounding fire departments such as Hershey, Oshkosh, and Imperial.
Paxton Volunteer Fire Department
The Paxton Volunteer Fire Department serves the citizens of northeastern Perkins County and Eastern Keith County including the village of Paxton by responding to emergencies.

The duties of the planning, zoning and building inspection office include building inspection from site plan, footing, framing, and dry wall inspection to the final certificate of occupancy. Other duties include, nuisance control, and flood plain management.
A Comprehensive Plan, Zoning Ordinance and Subdivision Regulations were approved in 2004 with modifications since.
